Recognized throughout the United States and Canada for her expertise in psychologically profiling serial rape and homicide offenders, Dr. Phoebe Kelsoe obtained her Bachelor's Degree in psychology from the University of California at Riverside, and her Master's and Doctoral Degrees in psychology from Claremont Graduate School in Claremont, California.

Prior to her full-time teaching and consulting on both active and cold serial rape and homicide cases, Phoebe served as the Project Manager for the Career Criminal Apprehension Program for the Riverside County, California, Sheriff's Department's Special Investigations Bureau. During her employment with the organization, Phoebe supervised the agency's Sexual Habitual Offender Program (SHOP), the Sheriff's MOU with the FBI's Violent Criminal Apprehension Program (VICAP) Unit, and the Department's extensive Crime Analysis Program.

Dr. Kelsoe provides consultant services to law enforcement agencies requesting her assistance in the investigation of serial rape, homicide, and unusual death cases and in the development of threat assessments of sexual predators. Among her more notable cases was her profiling of William Suff, a serial killer who was convicted of abducting and murdering 13 prostitutes in Riverside, California, between 1985 and 1992. Other career highlights include her assistance in the investigation of an offender who was arrested for the abduction and murder of a nine-year-old girl in San Bernardino, California, and her participation in the investigation of a major rape case assigned to the Casper, Wyoming District Attorney’s Office. In that case, Dr. Kelsoe’s profile was used to develop questions for the prosecution’s cross-examination of a known suspect with the result that he was sentenced to two consecutive life terms in prison.

Because of her expertise in not only the rape and homicide of adults but of juveniles as well, Phoebe was a featured contributor to the films Crime Against Children and Teens on the Internet and the forthcoming Child Abductions and Sexual Predators in Public Places produced by World Educational Resources of Houston, Texas.

A frequently requested speaker, Dr. Kelsoe has been a keynote presenter for the California Probation and Parole Association, the Atlanta, Georgia, Metro Crime Analysis Association, the International Association of Crime Analysts, the California Crime and Intelligence Analysts Association, and the Riverside, California, Police Department's Sexual Assault Response Team.

Dr. Kelsoe additionally presents criminal investigative analysis (psychological profiling) courses to law enforcement personnel at the University of California at Riverside; California State University, Northridge; and California State University, Sacramento. She also developed a full, for-credit Criminal Investigative Analysis course for the University of California at Riverside and the California State Universities—the first program of its kind ever to be offered at any college or university in the United States. Phoebe also served as a member of the Founding Committee for the Crime and Intelligence Analysis Certification Program that is co-sponsored by the California Department of Justice and the California State University System. She currently serves on the Advisory Board of that Committee.
